We the members of the Samcheok City Council hereby pledge to fulfill our duty diligently as the chosen representatives of the citizens to enhance the public trust in us and honor the name of the city council with an ultimate goal of enhancing the welfare of our fellow citizens and contributing to the development of our community. To this end, we establish the ethical code of conduct for all the members of the Samcheok City Council as follows.

• We the members of the council will become the representatives of the citizens of Samcheok City who live up to the title of the council members with highly-respected character and insightful knowledge and who humbly serve the best interests of the citizens.
• We will diligently fulfill our duty as the public servants to contribute to the balanced development of our community, enhance the welfare of the residents of our city and protect their rights and interest, putting our priority on the well-being of the public.
• We the members of the council will never abuse our authority to peddle our influence or pursue illicit gain but will set an example by living a life of modesty and integrity.
• We, as an independent owner of each of our council agenda, will make our utmost effort to establish the democratic environment for each and every member of our council by guaranteeing the fair and equal opportunities and observing the legal procedures for the implementation of each others' council activities.
• We, as the responsible representatives of our community, will take the responsibility for all our actions conducted in public and private in relation to our community or city affairs.
